Hainan explores bonded oil filling "one ship dual-use cross-customs area direct supply" to help shipping development
China News Service, Haikou, March 19 (Reporter Wang Ziqian) As the construction of the Hainan Free Trade Port progresses, Yangpu Port is accelerating its development into a "golden node" of the new western land-sea corridor and a core shipping hub of the Hainan Free Trade Port. Zhang Huawei, a member of the Standing Committee of the Danzhou Municipal Party Committee and Executive Vice Mayor, said in Haikou on the 19th that the city is exploring the institutional integration and innovation of bonded oil refueling with the "dual-use ship + direct supply across customs areas" model to promote the high-quality development of the bonded oil refueling industry in the free trade port.
At the press conference for the 22nd batch of institutional integration and innovation cases of the Hainan Free Trade Port, he said that the "dual-use ship + direct supply across customs areas" for bonded oil refueling mainly focuses on the development bottlenecks of enterprises, supporting bonded oil refueling ships to also engage in short-distance transportation of domestic fuel oil, allowing refueling ships to operate in either local or cross-customs area business modes, which can significantly improve ship usage efficiency and reduce enterprise operating costs.
In the process of innovation, Yangpu has endowed oil supply ships with "dual functions," breaking the limitation of "dedicated ships for dedicated use" for oil supply ships. It selects refueling enterprises with good reputation, functional qualifications, quick effectiveness, and controllable risks to carry out pilot projects. It improves supporting facilities that meet regulatory requirements on specific oil supply ships and fixes the berths and transportation routes for ships from loading to unloading oil.
On this basis, Yangpu further increased testing, promoting integrated oil supply for oil supply ships at "Yangpu Port—Guangxi Ports (Qinzhou Port, Fangcheng, and Beihai Customs Districts)—other ports within Haikou Customs District." The new model can simultaneously conduct local or cross-customs area refueling business modes and "dual-use ship" short-distance transportation, forming a superimposed effect.
In addition, Yangpu independently loads bonded oil supplied to various ports in Hainan and bonded oil supplied across customs areas, as well as short-distance transportation fuel oil, achieving physical isolation of different oil products. It adopts measurement reports issued by third parties or measurement methods recognized by customs and enterprises for segmented accounting and measurement.
During the policy implementation process, the tax department and customs form a regulatory synergy. While accelerating the export tax rebate for local fuel oil production enterprises, they build a strict tax risk prevention and control system through data sharing to effectively ensure national tax security and the healthy and orderly development of the industry.
On November 30, 2023, a pilot ship carried 3,650 tons of domestic fuel oil into a bonded supervision site, marking the completion of the first transaction under the "dual-use ship" model. Under this new model, significant savings in ship leasing costs can be achieved monthly.
As of February 24, 2026, pilot ships have conducted bonded oil refueling 1,528 times, with an additional 91 times of domestic fuel oil transportation. During the pilot period, an average of 2 refueling (transportation) operations were conducted daily, significantly improving ship operation efficiency.
This move has also enhanced the level of shipping services. Since May 2024, with the "dual-use ship" superimposed with direct supply across customs areas, the service range of bonded oil refueling has extended to the Beibu Gulf, with a cumulative refueling of 546,200 tons of bonded oil and transportation of 235,900 tons of oil products. Local fuel oil production enterprises have cumulatively exported 298,500 tons of marine fuel oil, obtaining an export tax rebate of 111 million yuan.
Zhang Huawei stated that the city will continue to optimize fuel supply operation supervision measures, attract more ships to refuel in Yangpu, and promote faster and better development of the bonded oil refueling industry. (End)
