Keeping a Close Eye on Flood Season and Summer Safety: Tianjin Xingang Maritime Bureau Collaborates with Multiple Parties to Strengthen Water Safety Barriers
To comprehensively prevent and mitigate water safety risks during the flood season and summer, strengthen the responsibility for water traffic safety supervision, and ensure the safety of water travel for residents in the jurisdiction, on August 5, Tianjin Xingang Maritime Safety Administration actively collaborated with six departments, including the Binhai New Area Transportation Bureau and the District Coast Guard Bureau, to carry out safety hazard inspections of passenger ships and docking terminals in the jurisdiction.
Currently, it is the critical period for flood prevention during the "July-August" season, coupled with the summer peak passenger flow. The water traffic navigation environment is complex and changeable, with intertwined and overlapping risks and hazards, making safety supervision a significant responsibility. This special inspection action focuses on critical periods, key areas, and weak links, serving as a crucial measure to coordinate flood safety and public travel while reinforcing the bottom line of water safety.
To ensure the effectiveness of the inspection and rectification work, Tianjin Xingang Maritime Safety Administration adheres to early planning and meticulous deployment, systematically advancing various supervision tasks. Internally, it refines work plans, clarifies action responsibilities, standardizes inspection procedures, and strengthens supervision accountability. Externally, it actively collaborates with the District Transportation Bureau and other maritime and port-related units to establish a multi-departmental coordinated supervision mechanism. At the same time, it enhances communication and coordination with port enterprises and ship operators, urging enterprises to fulfill their primary responsibility for production safety.
This special inspection adheres to a problem-oriented approach, achieving comprehensive coverage of both ship and terminal safety. The joint inspection team conducted a thorough safety inspection of the "Guo Mou 9" vessel docked in the jurisdiction, focusing on key areas such as the ship's oil system, fire-fighting facilities and equipment, compliance of ship modifications, and navigation safety measures. They strictly inspected and rectified various major safety risks, resolutely preventing ships from operating with defects or engaging in illegal operations, and addressing the root causes to prevent significant water safety accidents. Additionally, the inspection team conducted a special review of the terminals where ships dock, counting the number of fire-fighting and emergency rescue facilities and equipment at each terminal, rigorously verifying their condition, functionality, and emergency response effectiveness. They comprehensively inspected safety hazards in terminal docking, emergency duty, and facility maintenance, effectively addressing shortcomings in terminal safety supervision.
This multi-departmental joint special inspection action is not only an important measure by the Tianjin Xingang Maritime Safety Administration to resolutely implement safety production decisions, strictly enforce industry supervision responsibilities, and meticulously manage water safety governance, but also a pragmatic action that adheres to the philosophy of "people first, life first." It actively responds to public livelihood demands, safeguarding the safety of residents' lives and property during water travel. The action effectively identified and rectified a number of potential safety hazards, further standardized the operation of passenger ships and terminal docking management in the jurisdiction, and comprehensively enhanced the intrinsic safety level of water traffic in the area.
