Five departments jointly promote the deep integration of credit and various links in various fields of transportation
Recently, the Ministry of Transport, the National Development and Reform Commission, the National Railway Administration, the Civil Aviation Administration of China, and the State Post Bureau jointly issued the "Implementation Opinions on Improving the Credit System of the Transportation Industry" (referred to as the "Implementation Opinions"), which clarifies the overall requirements, main tasks, and safeguard measures, and systematically deploys the construction of the transportation credit system during the "Fifteenth Five-Year Plan" period.
Credit is the fundamental system of a market economy. The Central Committee of the Communist Party of China and the State Council attach great importance to the construction of the social credit system and have successively issued important documents such as the "Opinions on Improving the Social Credit System" and the "Opinions on Accelerating the Construction of a Unified and Open Transportation Market." In recent years, the transportation industry has conscientiously implemented the decisions and deployments of the Central Committee and the State Council, accelerated the construction of the industry credit policy standard system, improved the credit information system, and promoted the application of credit in regulatory services, which has played a positive role in promoting industry safety production, maintaining market order, and optimizing the business environment. However, there are still issues such as an incomplete credit foundation system, insufficient support capacity of the credit information system, and relatively scarce credit application scenarios.
The "Implementation Opinions" propose to adhere to the principles of lawfulness and compliance, reform and innovation, collaborative governance, and using points to drive areas, focusing on improving the credit system mechanism, perfecting the credit information system, expanding credit application scenarios, and accelerating the construction of a transportation credit supervision mechanism that links up and down, coordinates departments, proactively controls, and implements precise policies, thereby improving the credit system of the transportation industry and providing strong support for accelerating the construction of a unified and open transportation market and perfecting a modern comprehensive transportation system.
Focusing on the three dimensions of "system, data, application," the "Implementation Opinions" deploy key tasks and work measures to promote the deep integration of credit with various fields and links of transportation. First, improve the credit management system. From five aspects: improving the credit management mechanism, standardizing industry credit evaluation, implementing graded and classified supervision, improving the mechanisms for rewarding trustworthiness and punishing dishonesty, and unifying the industry credit repair system, it deploys and perfects the design of key link systems and strengthens system guarantees. Second, consolidate the foundation of credit information data. It proposes various measures to establish comprehensive, complete, and accurate credit records, strengthen the collection and sharing of credit information, improve the proactive push mechanism of credit information, and perfect the credit information disclosure and security protection system, enhancing the data support capacity of transportation credit supervision. Third, expand credit application scenarios. Focusing on strengthening full-chain safety supervision, maintaining fair market competition, standardizing service behavior, and optimizing the consumer environment, it expands application scenarios and enhances the service capacity of transportation credit supervision.
The "Implementation Opinions" require strengthening departmental collaboration, clarifying the division of responsibilities among units, and forming a joint force; organizing pilot demonstrations, relying on the construction pilot of a strong transportation country, to promote the formation of a batch of credit innovation achievements; and continuously carrying out credit-themed activities, focusing on creating a strong atmosphere of knowing, keeping, and using credit throughout the industry.
