Shanghai Customs Launches Exclusive Service "Escort" Domestic Cruise Ship Construction
China News Service, Shanghai, March 18 (Reporter Jiang Yu) The second domestically produced large cruise ship "Aida Huacheng" will be launched in mid-March and is scheduled to be delivered in October 2026. Shanghai Customs has launched exclusive services and established an efficient response mechanism to "escort" the construction of domestic cruise ships.
The "Aida Huacheng" has a total tonnage of 141,900 tons and a total length of 341 meters, expanding on the scale of the first domestically produced cruise ship, the "Aida Modu." The ship contains 25 million parts, equivalent to five times that of the C919 aircraft and 13 times that of the "Fuxing" high-speed train, with total man-hours equivalent to 20 times that of a Cape-size bulk carrier.
Gu Jiafeng, head of the bonded supervision section of the second comprehensive business department of Shanghai Pudong Customs under Shanghai Customs, stated: "The construction of the cruise ship requires the introduction of a large number of key production equipment, which are characterized by large size, high precision, and wide processing coverage. This poses higher requirements for the full-process supervision of processing trade registration and verification. Therefore, we have launched exclusive services and established an efficient response mechanism to promptly address various difficult issues encountered by enterprises during the construction process. As of the end of February 2026, Shanghai Pudong Customs has supervised 1,651 batches of bonded materials for cruise ship projects, with a cargo value of approximately 378 million US dollars."
During the construction of the "Aida Huacheng," Waigaoqiao Shipbuilding Co., Ltd. innovatively adopted a self-developed intelligent platform to achieve flat management in all aspects of the project, including design, procurement, logistics, processing, and financial settlement, effectively enhancing resource efficiency and cost control levels.
"In response to the innovative demand for the intelligent construction of ships throughout the entire process, customs relies on the processing trade 'policy package' to conduct trend-based supervision. Through institutional innovation, process reengineering, and precise services, it empowers the construction of 'major national equipment.' With 'one ship, one account' as the core, a special account book for processing trade is established, supporting enterprises in declaring consumption before verification, and utilizing the customs channel provided on the enterprise's intelligent platform to achieve refined management and full-process traceability of bonded/non-bonded materials for cruise ship projects," explained Wang Yao, head of the bonded supervision section of the audit department of Shanghai Customs.
