China’s first maritime container secure and convenient transport alliance was established in Haikou.
On March 19, under the leadership of the Haikou Maritime Bureau, the nation's first alliance for the safe and convenient transportation of containerized cargo by ship was officially established in Haikou. This alliance was jointly formed by the Haikou Maritime Bureau, the Hainan Provincial Transportation Association, the Hainan Provincial Container Logistics Association, and 11 other units engaged in container waterway and land transportation within the jurisdiction of the Haikou Maritime Bureau. It marks Haikou's pioneering exploration in the field of containerized cargo transportation, forming a new industry governance mechanism that emphasizes both safety and convenience, combines regulation and service, and coordinates land-sea interaction.
As an important gateway to the Hainan Free Trade Port, Haikou undertakes a large amount of cargo transportation tasks to and from the island. With the deepening of the island-wide customs closure operations of the Hainan Free Trade Port, containerized cargo transportation by ship continues to operate at high levels, port logistics organization becomes more intensive, transportation chains continue to extend, and the fundamental role of container transportation in ensuring smooth logistics and stabilizing the industrial and supply chains becomes more prominent. At the same time, risks and hidden dangers such as false reporting, overweight and overloading, improper packing, and inadequate securing and tying pose challenges to transportation safety and port operation efficiency.
A relevant official from the Haikou Maritime Bureau introduced that under the traditional regulatory model, containerized cargo transportation by ship involves multiple links such as consignment, freight forwarding, land transportation, terminals, and vessels, with many participants, long information chains, and high coordination difficulty, easily leading to problems such as "inadequate source control, weak process connection, and passive end disposal." The establishment of the alliance aims to innovate mechanisms, better integrate the forces of maritime departments, industry associations, and enterprises, and promote the formation of a work pattern of co-construction, co-governance, and sharing.
It is understood that the alliance adheres to the principles of "safety first, legal compliance, collaborative governance, convenience and efficiency, and win-win cooperation," focusing on functions such as safety collaborative governance, facilitation promotion, industry self-discipline and joint rewards and punishments, training exchange, and information sharing. It works around preventing false reporting, strengthening operational safety, promoting process optimization, facilitating information sharing, conducting joint training, and risk alerts, pushing the transformation of containerized cargo transportation by ship in Haikou's jurisdiction from "single-point regulation" to "full-chain collaboration," and from "passive response" to "proactive prevention."
The head of Haikou Port Container Terminal Co., Ltd. believes that the biggest feature of this alliance is that for the first time, it integrates the safety management of containerized cargo transportation by ship with transportation facilitation services into the same platform construction, focusing both on risk prevention and efficiency improvement; emphasizing the responsibility of all parties while highlighting information sharing and process optimization, with strong innovation and demonstration significance.
A relevant official from the Haikou Maritime Bureau stated that the alliance is not simply "building a platform," but aims to establish a truly pragmatic, useful, and efficiently coordinated work mechanism around the blockages, difficulties, and risk points in containerized cargo transportation by ship within Haikou's jurisdiction. Next, the Haikou Maritime Bureau will work with alliance member units to continuously improve the operating mechanism, promote information sharing, joint training, risk alerts, process optimization, and hidden danger governance, striving to quickly implement and achieve results, and endeavor to build the alliance into a demonstration platform for "safety community" and "development community" in the field of containerized cargo transportation by ship.
As the nation's first alliance for the safe and convenient transportation of containerized cargo by ship, Haikou's exploration not only provides stronger port and shipping safety and logistics support for the island-wide customs closure operations of the Hainan Free Trade Port but also offers a practical sample for the national containerized cargo transportation industry to explore the "safety + convenience" collaborative governance model.
