Shanghai to speed up to build a comprehensive portal complex international aviation hub
According to the news from the 2026 Shanghai Transportation Work Conference held on February 26, this year Shanghai will promote the integrated development of transportation in the Yangtze River Delta, build a globally leading international shipping center, and simultaneously complete the upgrade of 150 kilometers of rural roads, effectively supporting the city's steady economic growth.
In the first year of the "Fifteenth Five-Year Plan," Shanghai will focus on achieving integrated transportation development in the Yangtze River Delta, commence construction of the northern extension of the Jiamei Line, and advance city railway projects such as the Shanghai-Chongqing-Chengdu High-Speed Railway and the Shanghai Demonstration Zone Line; start construction on the expansion and renovation of the Shanghai-Chongqing Expressway and the reconstruction of the 318 National Highway Water Town Living Room section; continue to advance the Suzhou-Shanghai Inner Port Line, Youdun Port, and other waterway improvement projects; and deeply promote the construction of a multimodal transport center in the Yangtze River Economic Belt.
This year, Shanghai will accelerate the creation of a comprehensive international aviation hub, further solidify its position as a container hub port, promote the development of international transshipment and consolidation business at Shanghai Port, actively expand inland container terminals and optimize the "linked unloading" model, continue to drive growth in sea-rail intermodal container volume; advance the construction of smart waterways; and promote the establishment of the Shanghai International Shipping Green Fuel Bunkering Center and Trading Center.
This year, Shanghai will advance major transportation projects by "starting a batch," "completing a batch," and "advancing a batch," with the commencement of construction on seven projects including the North-South Corridor; completion of projects such as four 20,000-ton container berths in the West 1 Area of the Xiaoyangshan North Operating Area; and focus on advancing transportation hub projects such as the fourth phase of Pudong Airport, rail transit projects like Line 23, and highway projects such as the construction of the Pudong section of the Riverside Corridor.
Achieving new breakthroughs in cultivating new quality productivity in the transportation sector is an important task deployed by the 2026 National Transportation Work Conference. Focusing on deepening digital and intelligent transformation, accelerating green and low-carbon transformation, and continuously improving low-altitude airspace delineation, Shanghai will further promote the digital and intelligent iteration, service innovation, scenario expansion, and ecological expansion of passenger and freight MaaS platforms, advance the new energy transformation of port and airport operation vehicles and the elimination of old ships, promote the construction of the first phase of the low-altitude flight comprehensive supervision service platform, and build and put into use a low-altitude flight service center.
In the past year, the turnover of road and waterway freight and the passenger throughput of airports in Shanghai increased by 2.9%, 4.4%, and 8.3% year-on-year, respectively. The container throughput of Shanghai Port reached 55.06 million TEUs, ranking first globally for 16 consecutive years, with stable operation and positive development achieved in all areas of transportation.
