Hainan is strengthening its “two hubs” to support high-level opening-up.
Recently, the Hainan Provincial Party Committee Office and the Provincial Government Office jointly issued the "Hainan Province Comprehensive Three-dimensional Transportation Network Planning Outline" (referred to as the "Planning Outline"), proposing that by 2035, a modern high-quality comprehensive three-dimensional transportation network that is convenient, efficient, humanistic, green, intensive, intelligent, advanced, safe, and reliable will be basically completed. The "Hainan 1234 Travel Traffic Circle" will be basically realized (commuting within 1 hour in Haikou Economic Circle, Sanya Economic Circle, Danzhou Economic Circle, 2-hour access to the entire region from major cities like Haikou and Sanya, 3-hour smooth travel across the island, 4-hour basic access to major cities nationwide and Southeast Asian cities), fully integrating into the "Global 123 Fast Cargo Logistics Circle".
The planning period of the "Planning Outline" is until 2035, with a long-term outlook to the middle of this century. By 2035, the total scale of the physical line network of Hainan Province's comprehensive three-dimensional transportation network will reach 46,000 kilometers (excluding air and sea routes, postal mileage), including approximately 1,900 kilometers of railway, about 44,000 kilometers of highway, 10 coastal ports, 6 civil transport airports, and 2 regional postal express hubs within the province.
The "Planning Outline" proposes to create "two hubs", namely an international shipping hub that is open to the world and an international aviation hub connecting the "two oceans" (Pacific Ocean, Indian Ocean) and the world. Hainan will rely on the Yangpu International Hub Seaport to build a regional container hub port, a distinctive "industrial port" of Hainan Free Trade Port, and an innovative platform for shipping services; relying on the airport group mainly composed of Haikou Meilan International Airport, Sanya Phoenix International Airport, and the new Sanya Airport, to enhance the hub level in the global aviation network. At the same time, relying on the Qiongzhou Strait hub station mainly composed of Haikou Port, systematically improve infrastructure capacity, innovate operating mechanisms and technical means, and enhance the resilience and reliability of the Qiongzhou Strait cross-sea channel system.
In terms of spatial layout, the "Planning Outline" clearly constructs the main framework of the comprehensive three-dimensional transportation network of "three cores, two networks, five rings, and four channels". Among them, the "three cores" are Haikou, Sanya, and Yangpu, and the "two networks" refer to the construction of sea and air route networks connecting internationally and smoothly nationwide. The "five rings and four channels" provincial comprehensive main channels will strengthen interconnection within the island, including the "five rings" comprehensive channels composed of high-speed railway loops, highway loops, ordinary national highway loops, island tourism highways, and water loops, as well as the "four channels" island internal channel network composed of northern, central, southern horizontal and central vertical channels.
Hainan will focus on the integrated development of island internal transportation, with Haikou Economic Circle, Sanya Economic Circle, Danzhou (state) Yangpu (port) Economic Circle as the focus, constructing an intercity comprehensive transportation system of "rail transit + backbone transportation + urban roads"; focusing on fully supporting the construction of an international tourism consumption center, it will strengthen the seamless connection of transportation facilities such as high-speed railways, highways, airports, ports, and stations with major tourist resorts and scenic spots, constructing a "fast entry" and "slow travel" channel combined "double ring multi-link" comprehensive tourism transportation network.
The "Planning Outline" also deploys a series of key tasks to promote the integrated development of transportation and tourism, modern logistics, create a low-altitude economic demonstration zone, promote green low-carbon transportation development, deepen transportation logistics cost reduction and quality improvement, and develop new quality productivity.
