Hainan is accelerating the launch of cruise routes themed around the Maritime Silk Road.
The cruise industry, known as the "golden industry floating on the sea," has become an important indicator in the international tourism market. Recently, the Hainan Provincial Department of Transportation, together with the Provincial Department of Tourism, Culture, Radio, Television and Sports, and the Hainan Maritime Safety Administration, jointly issued the "Ten Measures to Accelerate the Quality and Efficiency Improvement of Hainan's Cruise Industry" (referred to as the "Measures"). These measures propose key initiatives in four areas to inject new momentum into building a modern cruise industry system with international competitiveness.
The "Measures" clearly state that the stable operation of established cruise tourism routes such as "Hong Kong—Sanya" and "Sanya—Vietnam" will continue to be supported, with efforts to enhance route quality and service levels. At the same time, diversified cruise tourism routes will be developed, and "Maritime Silk Road" themed cruise routes will be designed and launched, integrating historical culture, natural landscapes, and the characteristics of countries along the route to create internationally influential cruise tourism brands. Additionally, Hainan will strengthen cooperation with Guangdong and Guangxi to jointly research and plan the development of inter-provincial boutique cruise tourism routes, fully unlocking the potential of marine tourism resources.
Hainan will intensify its engagement with cruise tourism suppliers, focusing on collaboration with leading cruise tourism suppliers from countries such as Malaysia, Singapore, Vietnam, and Thailand, as well as Hong Kong, China, to jointly plan cross-border cruise tourism routes and specialty products. Efforts will also be made to promote cooperation and linkage in yacht tourism resources, encouraging tourism enterprises to design combination products such as "cruise landing + coastal sightseeing by boat," "cruise vacation + yacht fishing trips," and "direct river-to-sea + mountain-sea linkage," strengthening connections with boat and yacht tourism projects.
To ensure the effective implementation of the "Measures," Hainan will establish a "one ship, one policy" refined regulatory service mechanism. This mechanism will tailor dynamic and optimized service measures based on the approved passenger capacity and differentiated safety management needs of various cruises, significantly enhancing the precision and effectiveness of cruise regulatory services. This will provide a solid guarantee for the high-quality, safe, and orderly development of Hainan's cruise industry.
